WHY Is Tesla FSD Take Up SO LOW?

Tesla has been promising the world fully-autonomous, self-driving cars for many years. And while you've been able to spec a Tesla with full-self driving unlocked from whenever Tesla pushes it to hardware-equipped cars, it's not yet available for the general public to use.

It's on its way though, with Tesla promising FSD will be arriving very soon. So why then are Tesla customers not choosing to buy FSD at point of purchase?
